PROGRAM BACKGROUND

The BFAR Fisheries Scholarship Program is offering undergraduate scholarships to deserving students who are interested to pursue a four-year BS Fisheries course. The scholarship program provides THREE (3) slots for Fisheries Industry Leader and TWENTY (20) slots for FCEG per region except for ARMM with 30 slots.

The program started in 1980 after the late former President Ferdinand E. Marcos directed through Special Order No. 201 on May 25, 1979 that a fisheries scholarship be established - which was named “President Ferdinand E. Marcos Scholarship Program for Fisheries (PFEMSPF)”. At present, the PFEMSPF has been renamed to be the FISHERIES SCHOLARSHIP PROGRAM (FSP).

The program has 2 components: the FSP for Industry Leaders (IL) and the Fisherfolk Children Educational Grant (FCEG). The primary component of which is the “FSP for Industry Leaders”. In 1994, BFAR implemented the “Fisherfolk Children Educational Grant” (FCEG) to assist talented and deserving children of poor small-scale fisherfolk in the pursuit of higher education for their socio-economic improvement.


PROGRAM COMPONENTS

The Fisheries Scholarship Program for Industry Leaders

The FSP-IL is a merit- based scholarship for high school graduates who will pursue a 4-year BS Fisheries course.

Fisheries Scholarship Program- Fisherfolk Children Educational Grant

The FSP-FCEG is also an FSP component for poor but deserving high school graduates whose parents are registered municipal fisherfolk under the FishR.


PROGRAM OBJECTIVES

  • The Fisheries Scholarship Program for Industry Leaders
    • To produce professional manpower to serve the requirements of both the government and private sector in the fisheries industry and other related institutions by way of financial assistance to deserving high school graduates;
    • To assist in the placement of graduates of this program in appropriate employment opportunities in the fisheries industry and other related industries as well;
    • To complement and reinforce BFAR’s overall goals through manpower development.

  • Fisherfolk Children Educational Grant
    • To assist deserving legitimate and acknowledged illegitimate or legally- adopted children of registered municipal fisherfolk in the pursuit of college education for their socio-economic improvement;
    • To assist in the placement of graduates of this Program in appropriate employment opportunities in the Fisheries Industry and other related industries as well;
    • To complement and reinforce BFAR’s overall goals through manpower development.

SCHOLARSHIP SUPPORT/PRIVILEGES

  • School Fees - Tuition and other school fees or as required by the curriculum except for dormitory fee/rental;
  • Monthly stipend/ Monthly living allowance - upon submission of copy of grades every end of the semester; PhP. 4,000.00
  • On the Job Training (OJT)/Practicum Support - upon submission of certificate of enrolment; PhP. 3,000.00
  • Book allowance - upon submission of copy of copy of grades every end of the semester; PhP. 2,000.00
  • Thesis/Special Problem (or its equivalent) Support - upon submission of certified true copy of thesis proposal and approval sheet; PhP. 7,000.00
  • Graduation Support - upon submission of certificate of Graduation/Certified True Copy of Diploma PhP. 1,500.00

CRITERIA OF ELIGIBILITY

  • The Fisheries Scholarship Program for Industry Leaders
    • Must be a natural-born Filipino citizen and Single;
    • A graduating High School Student of the current year, not more than 25 years old, and who belongs to the TOP TEN of his/her graduating class (not upper 10%, duly certified by the school head/principal; or
    • Any High School graduate, not more than 25 years old, who has not earned any units in college, who belongs to the TOP TEN of his/her graduating class, duly certified by the school head/principal;
    • Of good moral character as certified by the school head/principal;
    • Parents/guardian must be a resident of the municipality for at least six (6) months.

  • Documentary Requirements upon Application
    • Duly accomplished & signed FSP Application Form for Industry Leaders
    • NSO Authenticated or Civil Registry copy of Birth Certificate
    • Copy of Report Card Form 138
    • Certification from the school head that the applicant is a present and potential TOP TEN student of the graduating class;
    • Certification of Good Moral Character
    • Two (2) recent 2x2 pictures taken within the last 3 months prior to filing of application; colored with white background;
    • Community Tax Certificate or Barangay Residence Certificate;

CRITERIA OF ELIGIBILITY

  • Fisherfolk Children Educational Grant
    • Must be a natural-born Filipino citizen;
    • Any high school graduate or high school graduating student who is a legitimate and acknowledged illegitimate or legally-adopted child of a registered municipal fisherfolk;
    • Not more than 25 years old;
    • For high school graduate applicants, he/she must not be presently enrolled in any course and the general weighted average (GWA) should not be lower than 80%;
    • Of good moral character certified by the school head/principal;
    • Parents/guardian must be a registered municipal fisherfolk duly certified by the MAO or the BFAR Regional Office in his/her area and should be a resident of the municipality for at least six (6) months.

  • Documentary Requirements upon Application
    • Duly accomplished & signed FSP Application
    • Form for FCEG
    • NSO Authenticated or Civil Registry copy of Birth Certificate
    • Certificate/affidavit of legitimacy and/or acknowledgment of illegitimate or legally- adopted children of registered municipal fisherfolk
    • Copy of Report Card Form 138
    • Certification of Good Moral Character
    • Photocopy of FishR ID or certificate of registration
    • Two (2) recent 2x2 pictures taken within the last 3 months prior to filing of application; colored with white background;
    • Community Tax Certificate or Barangay
    • Residence Certificate;
    • Latest Income Tax Return/Certificate of Income from the BIR/Certificate of Indigence of Parents
